测绘资质证书实际上就是指企业有能力完成一项工程的证明书。测绘企让坦业应当按照其拥有的注册资本、专业技术人员、技术装备、质量保证体系和健全的管理制度等资质条件申请资质，经审查合格，取得相应等级的资质证书后，才可在其资质等级许可的范围内从事测绘活动。否则不得从事该领域的经营活动。

《测绘资质分类分级标准》是中华人民共和国自然资源部办公厅修订发布测绘资质管理PPT的标准测绘资质管理PPT，重新对测绘资质管理作出政策规定。一、本标准分为通用标准、专业标准两部分。凡申请测绘资质的单位测绘资质管理PPT，应当有法人资格，并同时达到通用标准和所申请专业类别的专业标准要求。
取得乙级测绘资质的测绘单位应在专业标准规定的作业限制范围内从事测绘活动,甲级测绘资质无作业范围限制。
二、申请单位应当提交下列材料的原件扫描件，并对申请材料实质内容的真实性负责测绘资质管理PPT：
（一）法人资键正格证书。
（二）符合专业标准规定的专业技术人员身份证及依法缴纳社会保险的材料,退休的专消亮碰业技术人员的退休材料和劳务合同测绘资质管理PPT；测绘专业技术人员的学历证书和职称证书，测绘相关专业技术人员的学历证书或职称证书。

测绘资质的业务范围包括什么？
国家现行测绘资质管理规定将测绘资质分为12个专业。不同专业对人员仪器设备有不同的要求，以丙级工程测量专业为例：
一、通用标准：
1、具有独立法人资格，丙级测绘单位注册资金不低于100万元；
2、办公场所：丙级不少于80平方米；
3、质量管理：丙级测绘正和单位应当通过ISO9000系列质量保证体系认证或者通过设区的市（州）级以上测绘行政主管部门考核，丙级测绘单位配备专门质检人员；
4、档案和保密管理：有健全的测绘成果及资料档案管理制度、保密制度和相应的设施：有明确的保密岗位责任，与涉密人员签订了保密责任书；
5、档案管理考核：丙级测绘单位应当通过设区的市（州）级以上测绘行政主管部门考核，取得通过考核的证明文件；斗清拆
